Paving on Lake Clay in a Lake-Effect City
Asphalt paving in Oshkosh starts below the surface. The city sits on the Fox River between Lake Butte des Morts and Lake Winnebago, and much of Winnebago County is blanketed by red, clay-rich sediment from a glacial lake that once covered the area. The state's geological survey notes that clay-rich ground here is relatively impermeable to stormwater, so rain and snowmelt tend to stay near the surface. Add an average of about 39 inches of snow a year and January nights that average around 10 degrees, and you have the recipe for frost heave, soft spots and potholes. A good driveway or lot here is mostly a good base and good drainage, with blacktop on top.
Clay, water and frost
Clay soils hold water and lose strength when wet. When that water freezes, it expands and lifts whatever sits above it; when it thaws, it leaves the soil soft and the pavement unsupported. Asphalt laid directly on clay, or on a thin skim of gravel, flexes under every car until it cracks. The fix is a deeper layer of compacted crushed stone between the clay and the asphalt, a surface that sheds water quickly, and edges shaped so water does not run back under the pavement.
What a solid build looks like
Published cost guides describe a common residential build as 2 to 3 inches of compacted asphalt over 6 to 8 inches of compacted gravel base, with 3 to 4 inches over 8 to 10 inches for heavier vehicles. On Oshkosh clay we lean toward the deeper end of the base range, and on wet sites we may add a geotextile fabric under the stone to keep clay from pumping up into it. Every quote spells out the base depth and the compacted mat thickness we plan for each area.
An old city with every age of pavement
Oshkosh incorporated in 1853 and grew rich as the Sawdust Capital of the World, with 47 sawmills by 1874. The Great Fire of 1875 destroyed about 500 homes, and much of the older city was rebuilt afterward. Today you will find narrow drives to detached garages on the near north and south sides, postwar ranches on wider lots, and newer subdivisions toward the edges of town. Each calls for a different mix of replacement, resurfacing and maintenance.
The city right-of-way
The area between the street and your property line belongs to the city. Oshkosh requires right-of-way permits for work there, licenses contractors who excavate in it, and requires an obstruction license for anything like a dumpster that sits in the street. In February 2024 the Common Council also voted to end special assessments for road and sidewalk reconstruction, replacing that money with a $35 vehicle registration fee and utility contributions. If your project changes an apron or curb cut, we confirm the current requirements with the city before scheduling it.
Gravel to blacktop
Many homes around Lake Winnebago, Lake Butte des Morts and in the surrounding towns still have gravel drives. A conversion can reuse much of that stone as base if it is regraded, topped up and compacted. Long lake-lot and rural drives also need a plan for water crossing them, which may mean a crown, ditches or a culvert.
What a typical driveway job includes
- A site visit to measure, check slope and look at the garage, apron and drainage
- Tear-out and recycling of old asphalt or concrete, if needed
- Excavating soft clay and replacing it with compacted crushed stone
- Grading the base so water leaves the pavement
- Placing and rolling hot-mix asphalt to the thickness in your quote
- Shaping and backfilling the edges, then cleanup and care instructions

Common Questions
What does a new asphalt driveway cost in Oshkosh?
National cost guides put standard asphalt driveways at roughly $5 to $12 or more per square foot, which is about $2,000 to $4,800 for 400 square feet and $5,000 to $12,000 for 1,000 square feet. Clay excavation, extra base and tear-out add to that. Your written quote after a site visit is the price.
Why do driveways crack so much around Lake Winnebago?
Clay ground holds water, the water freezes and lifts the pavement, and the thaw leaves the base soft. Thin asphalt on a thin base cannot survive that for long. A deeper stone base, good drainage and sealed cracks are what make the difference.
Can my gravel driveway be paved?
Usually, yes. If the existing gravel is clean and deep enough, it can be regraded, topped up and compacted as the base. If it has mixed with clay over the years, the top layer may need to come out first.
When is paving season in Oshkosh?
Roughly May through October, once frost is out and the base has dried. Asphalt needs warm ground to compact properly, so we schedule by conditions, not the calendar.
Do I need a permit for driveway work in Oshkosh?
Work in the city right-of-way, such as an apron or curb cut, needs a city permit, and contractors excavating there must be licensed. Paving that stays on your property is generally simpler. We confirm the current requirements for your address.
How long should a new asphalt driveway last?
Industry cost guides estimate 15 to 30 years for an asphalt driveway. On clay soils, a deep base, good drainage, a sealcoat every few years and crack filling before winter push it toward the long end.
